Zoë Sams is an experienced attorney and government affairs professional who worked in state government for over a decade and has a deep understanding of Tennessee state law. Zoë has built strong relationships with key state officials and industry stakeholders, which she uses to help SRG clients navigate complex political challenges and effectively advance meaningful policy solutions. She brings years of knowledge working closely with the Tennessee General Assembly and other state agencies as the Deputy Director of the Tennessee District Attorney General’s Office, director of legislation at the Tennessee Department of Children’s Services, and as a legislative liaison for the Tennessee Bureau of Investigation.
- Before starting her legislative career, Zoë served as an assistant district attorney prosecuting crimes against special victims, specifically human trafficking and crimes against children.
- In her role as Deputy Director of the Tennessee District Attorney General’s Conference and other legislative positions, Zoë was responsible for building the legislative agenda, developing the overall agency budget, and building and working with different coalition partners to ensure passage of legislative goals.
- Zoë received her Bachelor of Arts degree in Political Science and Business from Maryville College and her Juris Doctorate and Master in Business Administration from the University of Memphis.

Zoë is from Roane County, Tennessee, and now resides in Old Hickory with her husband.
Zoë currently serves on the board of Tennessee Voices for Victims.
Zoë is married to Nathan Shaver, who is an attorney as well and serves as Senior Counsel and Director of Regulatory Policy at the Tennessee Sports Wagering Council. They welcomed their first child in July 2024.
Zoë and her husband have a mischievous Corgi named Hank.
Zoë enjoys playing tennis and pickleball, reading, and getting outdoors to hike or out on the lake whenever she can.
